You can use C++ to develop for Palm OS if you exercise caution with regard to virtual functions and exception handling. There are article in the Palm knowledge base and in the forum archives that describe what you need to do.
As for tools, you can get the free Palm OS Development Suite at www.palmsource.com if you are using Windows. It includes an IDE, compilers, debuggers, etc. As for learning C++, the Palm may not be the ideal test bed for you to learn C++ for the first time. I'd suggest learning C++ using your desktop PC first, be it Windows, Mac, or Linux. Then, learn the intracies of Palm OS development after you are comfortable with C++ on the PC.
