Seriously, the Palm OS Programming Bible does not mention 32x22 app icons,
only 22x22 and 15x9. What's more, Palm's only web page on icons does not
list 32x22 either:

<http://www.palmos.com/dev/support/docs/constructor/CGR_Bitmaps.html>

The same goes for the Palm OS UI Guidelines PDF.

Am I right to think it's a mistake to use 32x22 icons? The weird thing is
they don't say "don't use them", they just don't mention them at all.

The icons are centered in a 32x22 space, and the UI guidelines suggest using 22x22 bitmaps; if you go wider, you should still center your bitmap in the 22 pixels in the center of the bitmap, otherwise they will look funny or off-center on the screen.
