If you need a command shell for some reason, VFSDos will get you it. OnBoardC (onboardc.sf.net) has it, and provides stdout, stdin, etc. so that you can write a command line program.
There isn't a shell on PalmOS, and there aren't commands like dir, del, etc. that you can run as a result. I think you really need to look at the palm tutorials that various people have posted on the internet.
