What are you saying the relationship is between the Creator ID and preference number and the resource ID and resource number? I know what the preference numbers are from the enum listed in Preferences.h and I've seen the "resource type" and "resource ids" listed but don't know what "resource number" is or its relationship to creator ID and preference number.
Each preference is stored in the database as a chunk of data, associated with a 4-byte resource type (the creator code from the pref calls) and a 2-byte ID number.
All the prefs for a given app appear as resources with their type the same as the app's creator code.
