Yes, PilotMain() must be m68k code on Palm OS 5. The only exception is the Tapwave Zodiac device, which provides an all-ARM environment.
Even Tapwave Native Applications have a small 68K loader. There is a native ARM program mechanism on Palm OS 5, but its implementation isn't documented for non-Palm OS-licensees, and the mechanism doesn't really support general application development due to deployment issues.
