The Bluetooth library needs a device or simulator that supports BT. The Palm OS Cobalt 6.1 simulator supports connecting to Bluetooth hardware over the serial port, but otherwise, you'll need an actual device with BT, like the PalmOne Tungsten T, T2, T3, T5, Zire 72, or Treo 650.
