FAT32: you wont have the right filesystem driver, I guess.
Cluster size: I think FAT16 can only handle a given amount of clusters, so you will have some limit from FAT16 and also the underlying flash memory has a block size. So I think you have to use a cluster size which is a multiply of this block size (e.g. 1x, 2x, 3x etc.)
