It also depends on what your app is targeting. Serial comms, for instance, can be strongly hardware-linked. In the same way games run into screen resolution and sound issues that really need testing on multiple devices. Try to span multiple manufacturers as different Palm OS licenses will be using different hardware modules and will possibly have tweaked Palm OS in different ways to support or extend the base hardware.
If the handheld is intended for release testing one alternative is to lease a range of devices for a month or two. This gives you a much stronger test set for the same cost.
