One more perspective... the whole 'tAIC' resource was added in Palm OS 3.5 to make it easier for Palm to build ROM images. Before, we had to supply a custom launcher DB in the ROM on a device that got copied to RAM on a hard reset in order to set the categories of the built-in applications. Adding this resource meant that the launcher could be more easily changed, and we didn't have to waste ROM space with another DB image.

What's good for programs built into the device may not be good for programs that get installed afterward.
