Windows (among other systems) stores file directory timestamps in UTC, not local time, then adjusts them by your current time zone and daylight saving time settings for the sake of display. This allows for much better comparisons when comparing file / folder contents between systems in different timezones. If you compare UTC timestamps, you get a more reliable indication of the respective age of the files. (Otherwise one file could appear "newer" when it is really older, causing unintentional data loss.) So even though you are in the mountain time zone, I suspect your PC is set to eastern time zone.
