Is there a way to make the Palm more readable outdoors? I have the brightness bar set all the way over, but...

I'm not asking for the impossible. There are LCD displays that are readable in direct sunlight as well as low light conditions. They are called "transflective" and are very impressive.

Those were used on some color Palm OS devices a few years ago -- the Sony CLIE T615C used one, as did the Treo 270 and 300 devices.

You don't mention which device you're trying to use. They have different characteristics, so some work better in sunlight than others.
