Only if it's generally ok to discard user data.  My guess is no,
it's not.  It depends on your app, but generally a user that upgrades 
to the new version and finds that the upgrade threw away all of
their preferences would be annoyed.

Or have I mis-understood you?  I guess some apps use the 
preferences to store temporary values only relevant during a 
run and those can certainly disappear but that's not what I think 
of as preferences.
