seems to be a adjustable number depending on the filesystem driver creator which formated the device.
I've just looked up the FAT-driver source I'have worked on years ago:
There it is 0x200. I'm not really sure, but iirc, it has something to do with the cluster size and the size of one file entry in the directory (0x20 for FAT16 without long filenames). Long filenames (VFAT) will eat up from the number of root entries.
