It's possible to write an app that responds to alarms and notifications. There are limits on these apps, but the limits aren't too bad (single segment, no globals, etc).
The problem is that this is an advanced topic under Palm OS so it isn't just a matter of writing a standard Palm OS app and then telling Palm OS to run it in the background. You have to understand concepts like sublaunches, globals, segmentation, and, depending on what you want to do, you might be talking about writing an app that loads a code segment, locks it, attaches it to a notification and then exits, leaving that code segment to run (briefly) whenever that notification occurs. If that doesn't scare you then you can do some really amazing stuff with your Treo.
