Starting from scratch, I would probably suggest PODS, available from 
PalmSource.  It's free and reportedly pretty good, although I don't use 
it myself (I'm too entrenched in PRC-Tools to move away).

PRC-Tools is free too, but you might have more startup trouble getting 
it all configured.
