Thanks everyone for your suggestions. Once I had the proc alarm coded up, I realized that the reason the screen was flickering was because I was doing a SysUIAppSwitch to go back to the Garmin program after I reset the alarm upon the location not being found. I removed this, and it now after my program is started in the background, it switches back to the Garmin app seamlessly. Therefore, I went back to using regular alarms as they seem more stable than proc alarms.
