I don't think that this matters. Your application will still get a sysAppLaunchCmdSyncNotify launch code as soon as it is installed on the device. Also, if your application uses its own databases (i.e., PDBs with the same creatorID as your application), I think that it will get this launch code when any of these databases is updated (via HotSync or by whatever other means you're using to get them on the device) - even if the application itself is not - so your code might have to deal with this, if necessary.
