That did it, thanks. Apparently, when one drag-n-drops an application onto the 
simulator, that application is installed there but doesn't receive a 
sysAppLaunchCmdSyncNotify notification. If I reset the simulator, my original 
code worked fine. I'll have to try it with a real device too.

And, of course, I'll have to figure out what to do under PalmOS lower than 5.0. 
I guess, I'll have to write a hack - except that I've never written one 
before... Not to mention that I don't want my application to depend on the 
presense of a third-party hack manager... Does anybody have any hints to point 
me to the right direction? So far I've found in the API something called 
SysSetTrapAddress that seems promising...
