On systems where you can't get the time zone or daylight savings, the only time that exists is current local. The GPS data is still useful for correcting a time setting that is several minutes off.
My approach would be to adjust the PDA time by up to 29 minutes to match the GPS minutes. It should be a mode setting, but I'd set the mode to automatic correction of several minutes.
