What you need is SyncML. SyncML is the standard protocol for data 
synchronization between a client and a server.

You'll find more information here:

Synchronization).

You'll need to integrate a SyncML server into your web application. For this, 
Sync4j may be helpful: http://www.sync4j.org

I'am actually developing the Palm client, but I am struggling with some 
problems running the application on a real device (it works on the emulator). I 
am not an expert palm developer, therefore any help would be appreciated.
