You could use The Gimp. I'm pretty sure it can do both (take screenshots
and create an animated gif), and it's freeware and runs on most platforms.

One caveat is that due to gif licensing issues, it's possible they
may have taken the GIF-creating code out of it. I'm not sure though.
(That could be a reason why it's hard to find tools in general.)
