1. Where in the docs is the format for the overlay headers documented?
Don't know what you mean by "overlay header". Overlays are regular PRCs with a specific type ('ovly') and a special resource ('ovly'=1000). The creator for the overlay PRC has to match the base PRC, and the contents of the 'ovly'=1000 resouce need to be in sync with the resources found in the base PRC.
