The "no-notify" reset is such a "know-clean state" as no applications (not
even system) are launched (notified).
I would consider this a virus-free environment, I don't know (which doesn't
imply there is) any way this could be circumvented.

to run an on-demand scanner regularly - but many people like to do that;
perhaps in order to get a confirmed feeling that their machine is clean
(even if that feeling is, in some cases, ill-founded).

environment (e.g., a bootable CD-ROM), in order to ensure that a system is
really clean. Anything less (i.e., running the scanner with the virus
potentially active) is unreliable. It's not easy to translate this concept
to the PalmOS environment - perhaps, if the scanner was in ROM and scanning
after a hard reset...

should be considered on-access scanning. For instance, one of the possible
virus entry points is the insertion of a memory card. When this event occurs
(i.e., on-access), the scanner should start scanning the card - but it would
do it just the same way as an on-demand scanner when the latter is told to
scan the card on demand.

proper way to do it is like this: after a hard reset, you should install the
virus protection first and only then you should start installing everything
else. This will ensure that the protection is started in a virus-free
environment and it should prevent any known viruses from entering after that
point. (Modulo the cases when a virus could have burned itself in the Flash
ROM - on those devices on which this is possible.)
