I went to the PalmONE's developer web site, I logged in, I search ed
for "Treo simulator" & I got
Where can I find the Zire71 simulator?

Where can I find the Zire21 simulator?

You will probably notice there is no Treo, I shouldnt complain at
least I could login to the web site this time.
Does anyone know a URL that I can get the correct simulator from ?

In that case, forget the OS 5.4 simulator from PalmSOURCE and go to
PalmONE's developer web site and download the special Treo version of
the simulator. (There's one for Treo 600 and one for Treo 650, I
think.)
Of course, you'll have to wait until it's back up after they're done
doing whatever maintenance they're doing to the web site right now...
