Aren't they available in the SSL library? I've never used them in a Palm application, but the documentation suggests that the library functions can do RC4 encryption with keylength of 40, 56 or 128 bits and either MD5 or SHA-1 as a hash function.
Dunno how suitable they are for encryption not related to SSL traffic, though. If they don't work for you, write your own implementation of these algorithms.
