There is something else, called INet.lib, which provides a higher-level access - but the way I understand it, it won't be supported in the future versions of PalmOS.
INetLib is already not supported, and it hasn't been supported for several years. No version of it shipped for OS 5, and the previous versions on OS 4 required access to a proxy service that is no longer running.
