Thanks for the confirmation!
I believe that this is the source of my confusion about the Backup bit and HotSync behavior. I knew I was building my app with the bit off, but was seeing it get backed up anyway. Once I started inspecting the bit on the device, it all became clear.
Seems like this would be a useful tidbit to have documented somewhere. Perhaps it is, and I just missed it.

"feature" of Quick Install (or the regular install tool), at least when no
conduit exists for the database's creator ID. It appears to set the backup bit
as part of the installation process.
The good news is that this only seems to happen on the install. So if you app
then turns this bit back off you can avoid it being backed up in the future.
