You're going to have to spend money at some point. The embedded Visual C++ (and embedded VisualBasic) tools are free, but it looks like they will no longer be available for new version of Windows Mobile (from 5 onwards). I use Visual Studio (and C#) with the .NET Compact Framework. You need at least the Pro version to do that. I believe that in future the eVC++ (eVB has been deprecated) compiler will be built in to VS
