Sorry... I'm not at PalmSource anymore, and I don't generally use Palm OS Developer Suite for my work right now, so I don't have a good solution for you. I also don't actually see your email that describes what's happening in my mail folder.
The usual issue, as elaborated in the archives, is having some other MAKE.EXE in your path before the make provided by the PalmSource Cygwin.
