Does a re-connect caused by NetLibConnectionRefresh give the device a new IP address?

If I have a (udp) socket open, and waiting to recieve data and I call
NetLibConnectionRefresh which re-connects the network, do I have to
close and re-open my socket, or can I continue using it without doing
anything? What about a TCP sockect? is it still connected?
