Yes, or at least you can to my knowledge. In fact, even palmOne has used Nutshell for some stuff. (IIRC, maybe it was the WiFi card updates which came using a Nutshell extraction -- but I may mismember on what software it was.) My choice of Nutshell predates the PalmSource Installer, which is why I mention it as you may want to investigate it too.
