Any number less than 10000 is "valid".  Truth be told, any unsigned
short is valid, but you really should keep them less than 10000 to keep
from interfering with system forms.  Constructor increments by 100 to
allow you plenty of latitude in numbering your form objects and knowing
which objects go with which forms. It's more convention than anything
else.
