Yes, the no-notification reset is the right first step. I find that you
might have to try SEVERAL times to get it to work (why doesn't it always
work the first time? I dunno). The method I prefer is to watch it
looping while holding the "up" button. Then, just after the logo
appears on one of it's auto-reset-loops, poke the reset hole to force a
manual reset. That timing seems to work the best for me, but it may
well be device specific.
And did you REALLY do a hard-reset? When you do a hard reset you hold
the power button while poking the reset hole. Then you get a message
asking if you want to delete all your data, with 2 choices: up button
to delete all or anything else to do a normal reset. If you haven't
said "yes" to that message, or haven't seen that message, then you
haven't done a hard reset. Of course, a full battery drain will do the
same thing, but you would have to leave it a long while, because the
device will stop turning on at a low battery level. You might THINK it
is dead while it is really just hiding. If you HAVE done a hard-reset,
and you immediately get the same fatal error as before, then your
problem is in ROM and there is likely not much that can be done by you,
I'm afraid.
