You will have to get the device to close the debug port (that is why you 
get USB port in use). The only way (I know)  to do this is by 
soft-resetting the device.
Also when the debug port is conyinuously open, you will drain the battery 
faster.
The sluggishness is caused by the console handler code executing, 
listening for a command all the time in the background.

So, soft-reset and the slugghishness should disappear and you should be 
able to HotSync again via USB.
