Ben, > 1) Get the palmOne SDK 5.0 (current version) from pluggedin.palmone.com I had downloaded the SDKs from PalmSource which did not include the file you mentioned.   Then I realized (for once) how stupid I was being.   I just added (temporary) code to display the value of each key pressed on one form then ran it and pressed the keys.   Interestingly, Left, Right and center all gave the same value.   Fortunately Up and Down did not.
