Yes. In fact, the "support" seems to be flaky even in Cobalt. When I tried to 
digitally sign an application, the code signing tool that comes with PODS 
created a 'sign' resource - but didn't create a 'cert' resource. (Or maybe the 
other way around - I don't remember any more. In any case, the documentation 
says that these two resources have to be created - but only one of them was.) 
As a result, when the signed application was modified, the Palm OS Cobalt 
simulator did not complain that the signature was invalid.

So, for now, my reaction to "digital certificates on Palm" is "fuhgeddaboutit". 
It's vaporware - and a buggy one, at that. :-(
