        Take a look at Plucker as your base "engine". Many companies 
are now using Plucker as the basis of their content distribution to 
clients and other sub-industries (in compliance with the licensing of 
course). It has been the basis for lots of other applications over the 
last 7 years of its life.

        I'm sure others will try to court you with their own systems, 
at least one of which I know was based upon Plucker, but if you want a 
low-cost (i.e. free) solution, and can adhere to the licensing of that 
code, Plucker is probably the way to go. 

        Lots of others have found that it suits their needs perfectly, 
including K-12, healthcare, ebook and other industries.
