I do not have competence in this area but:
now I can not remember a Palm device that is not out of line and that do
supports video recording.
I think that you need to first look for the device that you want that
your application runs and ask your self if you will have conditions to
test it also.
I remember that some of the last Sony Clie devices supports video
recording but clie devices are not produced anymore and the developer
program do not exist anymore.
So I think that a good first step is to find a Palm device that supports
video recording. Like you know now that Treo 650 supports sound
recording and photos.
