you should contact PalmSource directly.
previously; they had certified testing centers worldwide - and, recently;
they offered certification exams free of charge to attendies of the
european PalmSource developer conference (cancelled this year)

Actually, in 2004, at the Developers' Converence in San José, CA, the
certification exam was free too. They advertised it as a 75 $ value IIRC.
