The simplest way IMHO is the following:

First install Cygwin.
Second install prc-tools from http://prc-tools.sourceforge.net .
Third install PODS, and select a custom install. Select the option to
*not* install the Cygwin included in PODS.

I have been running like this since the first version of PODS while
continuously updating my Cygwin installation.
