Actually, don't use that book. I was the technical editor on it, and while I think it was good, it's all about Clipper and INetLib, two technologies that are no longer supported on any Palm device. I'd recommend "Palm OS Network Programming", an O'Reilly book by Greg Winton as a good guide to using NetLib for network programming.
