Yes, but contests tend to be governed by lots of rules, making it
difficult to legally run a contest that crosses country boundaries.
When I was with PalmSource in late 2004, we were going to do a developer
contest at the Euro DevCon, but the laws in Germany were too
restrictive, so we ended up cancelling it.
This is not a raffle with a quizz math question, its a competence
contest. I wonder how they can manage to give Nobel prizes to
foreigners... Americans are not excluded, AFAIK.
And if sending a US check abroad is too complicated, just use PayPal ;)
