I do not have definitive data on this (ie, which carrier does what..), but I
have run into scenarios where the networks were caching files, which played
havoc with my app, as the contents of those files had actually changed.  I
could download the same file from multiple platforms (Cingular, Verizon,
Sprint, POSE) and get different versions.
