PalmOS development is not a mess it is all just to new for you maybe.
CW is a very stable and mature product you can still use it for a good
time. Its up to you decide to use it or PODS that is free and new system
(so still do not run in Linux yet).
I think that this is the best list to get your technical answers.
Palm and PalmSource are very serious about Palm OS and Palm OS development.
