I was just being generic to avoid additional explanation. In fact it stores all the voters for a county together with where they are suppose to go to vote.
 
Actually loading it into the Palm is very quick. That is because there are relatively few Palm records. I create the Palm records as large as allowed simply treating them as memory segments and run my own database inside and across them. To fit all those voters in 16 MB everything is totally normalized and unused bits are frequently commandeered.
 
As many have observed, it seems to be the number of Palm records rather than the number of bytes transferred that dictates the loading speed.
 
The original data sits in Oracle and I create the pdb file on the desktop including the endian swaps using Delphi. Fortunately no syncing is required. Just fresh loads which take well under a minute.
