One option that has not been mentioned is CASL. It was about to be abandoned but has new owners, and you can download a fully functional version for development of freeware. Commercial development requires registration. Casl compiles to machine code (68K) and is fast, has a reasonable IDE and a decent helpful community. And, it codes for both PalmOS and PocketPC - write once, use on both platforms (Pocket PC uses a runtime, I believe - haven't used that myself).
