SyncOpenDB Equivalent?

Is there a function built into the CDK header files that permits one to open a 
database that has been downloaded using the generic download provided 
automatically by the sync software?  This would be something equivalent to the 
SyncOpenDB, but that would access a file stored on a desktop.  Is there a 
similar equivalent for header file access?
