Don't know what it uses but there is also a called "MinMPEG4" .prc
sample plus source into pluggedin SDK 5.1.
Here follows the readme.txt from this "MinMPEG4" Sample:
MPEG4 Encoder/ Decoder sample

The MPEG4 encoder can encode YCbCr420Planar and YCbCr422Planar to MPEG4 video
format.
The decoder can decode MPEG4 video to YCbCr420Planar fromat.
The Bit Rate, KeyFrame, IQuantization value and search range can filled in
while encoding using the sample.
The Black square push button on top, displays the decoded video using a overlay
library ( the overlay libray works only in Zire72 ). If you deselect this,
decoding is done without display.
Memory checkbox, copies the file to memory before decoding, To SD writes output
to the SD Card.
