I'm about to purchase a Palm Universal Wireless Keyboard

it looks like it doesn't come with an easy way to swtich from qwerty
keyboard layout to dvorak keyboard layout. So I think I must do some
under-the-hood modifications. I'm no programmer, but in my desperation,
I'm willing to do the work.
How would you go about changing the file? What editor do i use to do the
changes? And where in the file should I look? Do you recommend that I
just dowload some freeware editor? Or will using some Palm Developer
tools be necessary or more efficient?
On an older PDA keyboard, I was able to do a manual "search-and-replace"
on the keyboard binding. If I remember right, I used a hex editor. I
don't know exactly how i did it, but i did change the keyboard bindings
from qwerty to dvorak.

Opening (or to be more technical, "importing") the prc file into the
program gave less gobbledygook than opening the prc file into a hex
editor. But I stillI have no idea how to use this program to change the
keyboard bindings in the prc file

I think PODS is overkill just for editing this file. I just used the
"par" (Palm ARchive) utility[1] to do a listing of all the records
within that resource file (the Keyboardv108.prc file you posted), and
you can use par to extract the resources to files[2], then you can edit
individual files with a hex editor as necessary, then you can use
par again to put those files back together into a PRC file[3].
Anyway, I just ran "par" against that PRC file and looked at the types
of the resources that it contains, and I recognize all the types of
resources in there as being regular resource types used in application
(or in this case, I guess shared libraries) except for one: the 'KEYT'
resource. If I had to guess based on the name, I would guess that
resource is a key table, so maybe some hex editing on that resource
itself is in order.
Also, for what it's worth, that resource is 5888 bytes long, and
it seems like more than a coincidence that 5888 equals 23 * 256.
And it looks like there is a pattern to the data that repeats
every 46 bytes, especially if you look starting at about offset
(decimal) 17182, where you see the value 0x004e, then 46 bytes
later you see 0x0042, then another 46 bytes later you see 0x0048,
then 0x0047, then 0x0059, then 0x005e. Those correspond to ASCII
"NBHGY^", which coincidentally happens to be a bunch of symbols
that are all next to each other on a QWERTY keyboard. (The "^"
is a shift-6, and the 6 is next to the Y, and since those are
capitals, the "Y" would be shifted as well.) So, I'm guessing
there is some sort of 46-byte record that there are 128 of. Why
46 bytes I don't really know[4].
