He asks "what are the minimum requirements I need?" & "what are the
procedures that I have to follow to do it?"
"Please explain in detail and clearly."

Maybe he's taking an embedded design course and/or needs to make a UML
diagram from it?  I mean, why else quote that in his sentences? Definitely
suspicious...

I don't think so.
It's a naiive question (ie: "if you have to ask, you can't do it") to
be sure, but I cannot imagine a university professor assigning a project
to write a freaking WEB BROWSER on Palm OS (of all platforms).
